Dr. GVG krishnamurti : डॉक्टर कृष्णमूर्ति का निधन

• डा. कृष्णमूर्ति का निधन

          पूर्व चुनाव आयुक्त, मेरे फुफेरे भाई, डा. जीवीजी कृष्णमूर्ति कल कौशांबी (गाजियाबाद) में दिवंगत हो गये। वे 86 वर्ष के थे। निर्वाचन आयोग प्रमुख टी.एन.शेषन के वे सहयोगी रहे। आंध्र प्रदेश के प्रकाशम जिले के चीराला नगर में डा. कृष्णमूर्ति नियोगी विप्र कुटुम्ब में जन्मे थे।

भारतीय विधि सेवा के आला अधिकारी रहे।

           प्रधानमंत्री पीवी नरसिम्हा राव के डा. कृष्णमूर्ति  सलाहकार थे। खासकर झारखण्ड के सांसदों के दलबदलू प्रकरण में। जब पराजित कांग्रेसी प्रत्याशी नीलम संजीव रेड्डि ने इंदिरा गांधी के नामित वीवी गिरी के राष्ट्रपति चुनाव (1969) के विरुद्ध याचिका दायर की थी तो डा. कृष्णमूर्ति ने उन्हें सर्वोच्च न्यायालय के कटघरे में स्वयं उपस्थित रहने की राय दी थी। हालांकि राज्यपाल और राष्ट्रपति को अदालती समन से संवैधानिक छूट मिलती है। 

शिवसेना प्रमुख बाल ठाकरे को शिवसेना के संगठनात्मक निर्वाचन कराने का निर्देश डा. कृष्णमूर्ति ने दिया तो ठाकरे का उत्तर था कि ''शिवसेना में पदाधिकारी आजीवन रहते हैं। मेरे आदेश ही संविधान हैं।'' इस पर डा. कृष्णमूर्ति ने शिवसेना की पार्टी के रुप में मान्यता निरस्त करने का निर्णय लिया। तत्काल शिवसेना में पहली बार मतदान हुआ। चुनाव आयोग के समक्ष शेर मिमियाया।

          डा. कृष्णमूर्ति के साथ एक विडंबना भी हुयी। गत आम चुनाव में गाजियाबाद जनपद के कौशांबी के मलयगिरी आवास कालोनी में मतदाता सूची में उनका नाम नदारद था। कारण यही कि सोसाइटी के पदाधिकारियों ने उनके परिवार का नाम दर्ज ही नहीं कराया था। अतंत: डा. कृष्णमूर्ति ने अपने पुराने आवास जनपथ रोड के बूथ पर वोट डाला जहां उनका नाम वर्षों से दर्ज था। मताधिकार का उपयोग न करने वाले नागरिकों पर  कठोर कानूनी कार्यवाही के वे पक्षधर रहे।

        डा. कृष्णमूर्ति का ही प्रयास था कि राष्ट्रपति और उपराष्ट्रपति के निर्वाचन में कोई पार्टी व्हिप जारी नहीं किया जा सकता। पहली बार सांसद और विधायकों ने अपनी स्वेच्छा से वोट डाला।

नवनियुक्त मुख्य चुनाव आयुक्त श्री सुशील चन्द्र ने श्रद्धांजलि ने कहा कि : ''डा. कृष्णमूर्ति को मतदान प्रक्रिया तथा निर्वाचन प्रणाली में प्रगतिशील सुधार और उन्हें सशक्त बनाने में योगदान हेतु सदैव याद किया जायेगा। उन्होंने निष्पक्ष तथा निर्बाध चुनाव कराया था।''

         इंडियन फेडरेशन आफ वर्किंग जर्नालिस्ट (आईएफडब्ल्यूजे) की राष्ट्रीय परिषद के रांची (तब अविभाजित बिहार) अधिवेशन (1997) को डा. कृष्णमूर्ति ने संबोधित किया था। उनके साथ बिहार के राज्यपाल श्री अखलाउर रहमान किदवई तथा केन्द्रीय रेल मंत्री राम विलास पासवान ने उद्बोधन किया था। वे अपने पीछे पत्नी, एक बेटी और पुत्र डा. जीवी राव (सर्वोच्च न्यायालय में वकील) छोड़ गये। 

*My cousin Dr. Krishnamurthi dead*

        My brother (cousin) Dr. G.V.G. Krishnamurthi, former Election Commissioner, died yesterday in Kaushambi (Ghaziabad). He was 86. He was a colleague of T.N Seshan. Hailing from a Niyogi Brahmin family of Chirala town in Prakasam district of Andhra Pradesh , Dr. Krishnamurthi was adviser to Prime Minister P.V. Narasimha Rao and was a veteran legal expert. He had advised President V.V. Giri to appear in person in the Supreme Court to reply to the petition against his election by N. Sanjiva Reddy, whom Giri had defeated. President and Governor are legally exempted from appearing in any court or forum.

        When Dr. Krishnamurthi asked Shiva Sena boss Bal Thackeray to file his party’s audited accounts, annual reports and list of elected office-bearers, Thackeray refused. His reply was that in Shiva Sena his word is the Constitution and office- bearers are for life.  When Dr. Krishnamurthi decided to cancel the registration of the Shiv Sena as a political party, Bal Thackeya bowed down and held his party election for the first time.

         A most ironical incident of Dr. Krishnamurthi ‘s life was that his name was missing from the voter’s list in the last Lok Sabha elections. The reason was that he had shifted from Janpath to his private house at Malayagiri apartments in Kaushambi. The Resident Welfare Association (RWA) had failed to register Dr. Krishnamurthi’s name in the district voter’s list. However, he had gone to his former Delhi residence to cast his ballot.

       Dr. Krishnamurthi had favoured compulsory voting. In his view those who do not vote must be penalized. It was Dr. Krishanamrthi who had directed M.P.s and M.L.A. not to be bound by any party whip while voting for the President and Vice-President of India. It was free vote. Dr. Krishnamurthi is survived by his wife, a daughter and a son, lawyer in the Supreme Court. He was cremated at New Delhi’s Lodhi crematorium.  The newly appointed chief Election Commissioner, Mr. Sushil Chandra in a tribute to Dr. Krishnamurthi, recalled his “notable efforts to strengthen the election procedures. He will be long remembered for ensuring free and fair polling.”

        The IFWJ mourns Dr. Krishnamurthi’s sad death. He had addressed the IFWJ national council session at Ranchi in 1997 along with the then Bihar Governor A.R. Kidwai and Ram Vilas Paswan, railway minister in Deve Gowda cabinet.
